Minutes note: Individual present: Marcia Lindholm, Dept. of Public Works Ms. Lindholm said that four signs will be needed for this request and the cost for the City to fabricate each sign is $100.00. She said if the requestor wants the City to fabricate the signs, the requestor will need to submit a check in the amount of $400 to the Department of Public Works prior to the file being heard by the Public Works Committee. A motion was made by Mr. Gurda and seconded by Mr. Cimpl that this file be recommended for approval. There were no objections.

This resolution assigns the honorary street name, “Mother Lucy Payne”, to North 11th Street, from West Chambers Street to West Hadley Street, in the 6th and 15th Aldermanic Districts.
Body
Whereas, Lucy Payne, born in Coose County, Alabama, the 5th of 16 children, came to Milwaukee in 1939 at the age of 14, and spent her nearly 70 years in the City making a positive difference in Milwaukeeans lives; and

Whereas, Through a combination of work ethic and determination, Lucy Payne was the first African-American female to be hired by Briggs and Stratton, where, during her 25 years of service, she consistently went out of her way to put in kind words and assistance for others seeking employment with the company; and

Whereas, United in marriage to the Reverend Morris Payne in 1946, Lucy Payne worked alongside her husband at the True Light Missionary Baptist Church every Sunday, providing hot meals for the hungry and always treating every person with the utmost respect; and

Whereas, Lucy Payne invested both literally and figuratively in her North 11th Street neighborhood, owning and maintaining four separate homes, providing safe harbor to tenants with little or no means to make the rent, assisting neighbors in the upkeep of their properties and cleaning the neighborhood streets each and every morning; and

Whereas, Affectionately referred to as “Mama” by neighborhood residents and others in the community at large, Lucy Payne opened her home and heart to 60 foster children over the years, affording needed stability in these young persons lives; and
