Analysis

This resolution assigns the honorary street name, "Mother Lucy Payne", to North 11^th Street, from West Chambers Street to West Hadley Street, in the 6^th and 15^th Aldermanic Districts.

Body

Whereas, Lucy Payne, born in Coose County, Alabama, the 5^th of 16 children, came to Milwaukee in 1939 at the age of 14, and spent her nearly 70 years in the City making a positive difference in Milwaukeeans lives; and

Whereas, Through a combination of work ethic and determination, Lucy Payne was the first African-American female to be hired by Briggs and Stratton, where, during her 25 years of service, she consistently went out of her way to put in kind words and assistance for others seeking employment with the company; and

Whereas, United in marriage to the Reverend Morris Payne in 1946, Lucy Payne worked alongside her husband at the True Light Missionary Baptist Church every Sunday, providing hot meals for the hungry and always treating every person with the utmost respect; and

Whereas, Lucy Payne invested both literally and figuratively in her North 11^th Street neighborhood, owning and maintaining four separate homes, providing safe harbor to tenants with little or no means to make the rent, assisting neighbors in the upkeep of their properties and cleaning the neighborhood streets each and every morning; and

Whereas,  Affectionately referred to as "Mama" by neighborhood residents and others in the community at large, Lucy Payne opened her home and heart to 60 foster children over the years, affording needed stability in these young persons lives; and

Whereas, By these and countless other selfless actions, and her unshakable faith in the inherent goodness of all persons, Mother "Mama" Lucy Payne served as an inspiration and positive influence to all, becoming a veritable pillar of her North 11^th Street community; and

Whereas, Section 113-3 of the Milwaukee Code of Ordinances provides a procedure for assigning honorary street names, and s. 113-3-6 specifies criteria for using the names of individuals when assigning honorary street names; and

Whereas, The Common Council finds the honorary naming of North 11^th Street, from West Chambers Street to West Hadley Street, as "Mother Lucy Payne" would, for the reasons specified above, meet the criteria of s. 113-3-6; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the honorary name "Mother Lucy Payne" shall be assigned to the segment of North 11^th Street between West Chambers Street and West Hadley Street; and be it

Further Resolved, That signage for this honorary street naming shall comply with design specifications set by the Department of Public Works; and, be it

Further Resolved, That the petitioner has requested suitable honorary street naming signage be fabricated and installed by the Department of Public Works at a cost to be paid in full by the petitioner; and be it

Further Resolved, That the Department of Public Works shall fabricate and install signage for this honorary street naming within 90 days of adoption of this resolution in compliance with s. 113-3; and, be it

Further Resolved, That the petitioner shall notify the Department of Public Works if and when signage for this honorary street naming requires replacement, and the petitioner shall fully reimburse the City for any such replacement.
