Analysis
This resolution authorizes the Department of Administration - Environmental Collaboration Office to accept and expend a grant of $64,375 from the Milwaukee Metropolitan Sewerage District to add stormwater management features to a City-owned vacant lot located next to the Fondy Food Center. This resolution is related to Common Council File Number 161015, which provides additional grant funds for the same project from the Fund for Lake Michigan, bringing total grant project funding to $99,000.
Body
Whereas, The Environmental Collaboration Office has partnered with the Department of Public Works and Department of City Development to work with the Fund for Lake Michigan to identify projects that meet City needs; and

Whereas, The Milwaukee Metropolitan Sewerage District (District) is responsible for collecting and treating wastewater from local sewerage systems; and

Whereas, During wet-weather events, stormwater enters local sewerage systems, increasing the volume of wastewater that the District must convey and treat; and

Whereas, During wet-weather events, stormwater directly enters surface waters, increasing pollution levels in those waterways and increasing the risk of flooding; and

Whereas, Green infrastructure, such as constructed wetlands, rain gardens, green and blue roofs, bioswales, and porous pavement, reduces the volume of stormwater in the sewerage system and the amount of pollutants discharged to surface waters; and

Whereas, The District's wastewater discharge permit requires the construction of new green infrastructure retention capacity; and
