Body
Whereas, The Environmental Collaboration Office has partnered with the Department of Public Works and Department of City Development to work with the Fund for Lake Michigan to identify projects that meet City needs; and
Whereas, The Milwaukee Metropolitan Sewerage District (District) is responsible for collecting and treating wastewater from local sewerage systems; and
Whereas, During wet-weather events, stormwater enters local sewerage systems, increasing the volume of wastewater that the District must convey and treat; and
Whereas, During wet-weather events, stormwater directly enters surface waters, increasing pollution levels in those waterways and increasing the risk of flooding; and
Whereas, Green infrastructure, such as constructed wetlands, rain gardens, green and blue roofs, bioswales, and porous pavement, reduces the volume of stormwater in the sewerage system and the amount of pollutants discharged to surface waters; and
Whereas, The District's wastewater discharge permit requires the construction of new green infrastructure retention capacity; and
Whereas, The Environmental Collaboration Office and the District want to promote the installation of green infrastructure as described in the City of Milwaukee's Refresh Milwaukee sustainability plan; and
Whereas, The City of Milwaukee plans to install green infrastructure as part of a broader effort to convert a blighted City-owned vacant lot at 2210 W. Fond du Lac Avenue into a community asset; and
Whereas, The District supports the City’s efforts to install green infrastructure; and
Whereas, The operation of this grant from the agreement execution date to 11/1/2018 would cost $64,375, of which $64,375 (100%) would be provided by the grantor and $0 (0%) would be provided by the City; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the
Department of Administration - Environmental Collaboration Office is authorized to accept a $64,375 grant from the Milwaukee Metropolitan Sewerage District to install stormwater management features and park amenities, on the vacant City-owned lot at 2210 West Fond du Lac Avenue and is authorized to accept and expend this grant without further approval unless the terms of the grant change as indicated in s. 304-84 of the code of ordinances, and, be it
Further Resolved, That the Department of Administration Environmental Collaboration Office and Department of Public Works are authorized to hire design, engineering, and construction services in conjunction with this grant project following all procedures and policies set forth for City purchases of services; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2016 Special Revenue - Grant and Aid Projects Fund, the following amount for the project titled Fondy Stormwater Park-MMSD Grant:

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels and budget against these Project/Grant values the amount required under the grant agreement.

Further Resolved, That these funds are budgeted to the Department of Administration - Environmental Collaboration Office and Department of Public Works which are authorized to:
1. Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date; and
2. Enter into subcontracts as detailed in the grant budget.
