Substitute resolution directing the Department of Employee Relations to conduct a request-for-proposal process to select a vendor for the City’s group life insurance benefit.
Analysis
This resolution directs the Department of Employee Relations to use Willis Towers Perrin, the City’s benefits consultant, to conduct a request-for-proposal process to select a vendor for the City’s group life insurance benefit for employees and retirees. The benefit shall continue as approved in Common Council Resolution File Number 121686, adopted April 30, 2013. The contract will begin on January 1, 2017, for a term of 3 years, ending December 31, 2019.

Whereas, Common Council Resolution File Number 130207, adopted July 23, 2013, authorized the Department of Employee Relations to execute a contract with Aetna for group life insurance benefits for City employees and retirees for a period of 3 years, from January 1, 2014 through December 31, 2016, with an option to extend for 2 years; and

Whereas, The City will continue the group life insurance benefit program design as described in Common Council Resolution File Number 121686, adopted April 30, 2013; and

Whereas, It is in the City’s best interest to conduct a request-for-proposal process to obtain the best service and prices for a new 3-year period commencing January 1, 2017, and ending December 31, 2019; and

Whereas, The Department of Employee Relations will work with the benefits consultant Willis Towers Perrin to evaluate request-for-proposal responses; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Department of Employee Relations is directed to conduct a request-for-proposal process to select a vendor for the City’s group life insurance benefit in conjunction with consultant Willis Towers Perrin; and, be it
