Analysis
This resolution amends Common Council File Number 111628, a resolution directing the Division of Intergovernmental Relations-Department of Administration to seek uniform statewide solid waste regulatory reform for dealing in discarded, salvageable and recyclable materials, by adding language expressing support for the development of an electronic scrap metal reporting system, that is all of the following:
a) Similar to the Northeastern Wisconsin Property Reporting System (NEWPRS) currently used by the Milwaukee Police Department.
b) Able to be used for data-sharing among local, regional and state law enforcement agencies and for the identification and tracking of materials susceptible to theft and conversion in salvage and recycling operations, including ferrous and non-ferrous metals and salvage vehicles.
c) Only accessible to credentialed law enforcement officers for identifying stolen metal property or persons suspected of crimes involving metal property.
d) If administered by a third party, guaranteed secure against data breaches and the sale of confidential business information.
