Analysis
This resolution approves a Host Worksite Agreement and Addendum between the Department of Public Works and United Migrant Opportunity Services, Inc., for an initiative to use 25 UMOS transitional program participants to perform City street maintenance activities for up to six months, with UMOS as the employer of record and DPW as the host worksite. It further authorizes the Commissioner of Public Works to enter into the Host Worksite Agreement and Addendum with UMOS and to expend the funds necessary to carry out this initiative.

Whereas, The winter of 2013-2014, Milwaukee’s 10th coldest on record, included 28 consecutive days of below-freezing temperatures, tying the winter of 1917-1918 for the ninth-longest stretch of below-freezing days; and
Whereas, The extreme weather conditions of the winter of 2013-2014 have negatively affected the condition of Milwaukee streets and have increased the need for street repairs by the City of Milwaukee Department of Public Works (“DPW”); and
Whereas, The increased need for City street repairs is reflected in the fact that in the first quarter of 2014, the City’s Call Center (286-CITY) received 4,101 requests for pothole repairs, a 29% increase from the same period in 2013; and
Whereas, DPW has determined that, in addition to its regular complement of street maintenance crews authorized by the 2014 City Budget, 25 street laborers would improve DPW’s ability to respond to the increased need for repairs to City streets; and
