Title
Resolution relating to the funding of 2 U.S. Department of Homeland Security FY 2007 IPP Port Security Grants.
Analysis
This resolution amends 2 recently-adopted resolutions relating to acceptance and funding of U.S. Department of Homeland Security FY 2007 IPP Port Security Grants as follows:

1. File Number 071028 authorized the acceptance and funding of a $630,580 grant, with a City match of $210,194 (25%), to fund the Port of Milwaukee’s purchase and installation of security equipment and a transportation workers’ ID card system, as well as the Police and Fire departments’ acquisition of security-enhancing equipment for the Port’s facilities and perimeter. The City match was to come from a combination of Port capital funding ($74,664) and a Port special fund in the operating budget ($135,530). In recognition of grant program rules, this resolution increases the amount coming from capital funding (to $159,046), changes the capital account from a Port capital account to the City’s general “Out of Pocket City Share” capital account and reduces the funding coming from operating funds (to $50,848).

2. File Number 071063 authorized the acceptance and funding of an $82,500 grant, with a City match of $27,500 (25%), to fund a Port of Milwaukee security area training and exercise drill. The City match was to come from the Port’s capital budget. However, since the rules of the grant program prohibit the use of local-share capital funding for a training project, this resolution changes the funding source for the City share to a Port of Milwaukee operating account.
