Substitute resolution relative to acceptance of a grant from the Wisconsin Department of Justice, Division of Law Enforcement Services, Training and Standards Bureau to provide police supervisory leadership training (Police Department).

Analysis:
This substitute resolution authorizes the Milwaukee Police Department to accept a grant from the Wisconsin Department of Justice, Division of Law Enforcement Services, Training and Standards Bureau in the amount of $36,000 to be used for expenses related to providing training by the Center for Public Safety's School of Police and Staff Command to first line supervisory personnel for professional development and leadership training to middle management personnel. Diversity training will also be provided by the Institute for Law Enforcement Administration.

Body:
Whereas, The City of Milwaukee appears to be eligible for grant funds, totaling $36,000 from the Wisconsin Department of Justice, Division of Law Enforcement Services, Training and Standards Bureau to provide supervisory and leadership training; and

Whereas, Acceptance of this grant will enhance the professional development of supervisory officers in the Police Department, allowing for the delivery of more efficient and effective police services to the citizens of the City of Milwaukee; and

Whereas, The operation of this grant from 2/1/04 to 12/31/04 would cost $45,904, of which $9,904 (22%) would be provided by the city and $36,000 (78%) would be provided by the grantor; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that receipt of the grant from the Wisconsin Department of Justice, Division of Law Enforcement Services, Training and Standards Bureau is authorized and the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council ...
