Substitute resolution relative to acceptance of a grant from the Wisconsin Department of Justice, Division of Law Enforcement Services, Training and Standards Bureau to provide police supervisory leadership training (Police Department).
 
Analysis:      
This substitute resolution authorizes the Milwaukee Police Department to accept a grant from the Wisconsin Department of Justice, Division of Law Enforcement Services, Training and Standards Bureau in the amount of $36,000 to be used for expenses related to providing training by the Center for Public Safety's School of Police and Staff Command to first line supervisory personnel for professional development and leadership training to middle management personnel.  Diversity training will also be provided by the Institute for Law Enforcement Administration.
 
Body:         
Whereas, The City of Milwaukee appears to be eligible for grant funds, totaling $36,000 from the Wisconsin Department of Justice, Division of Law Enforcement Services, Training and Standards Bureau to provide supervisory and leadership training; and
 
Whereas, Acceptance of this grant will enhance the professional development of supervisory officers in the Police Department, allowing for the delivery of more efficient and effective police services to the citizens of the City of Milwaukee; and
 
Whereas, The operation of this grant from 2/1/04 to 12/31/04 would cost $45,904, of which $9,904 (22%) would be provided by the city and $36,000 (78%) would be provided by the grantor; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that receipt of the grant from the Wisconsin Department of Justice, Division of Law Enforcement Services, Training and Standards Bureau is authorized and the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 030712; and, be it
 
 
Further Resolved, That the City Comptroller is authorized to:
 
1.  Commit funds within the Project/Grant Parent of the 2004 Special Revenue-Grant and Aid Projects, the following amount for the program titled: Police Supervisory Leadership Training Grant.

2.  Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amount required under the grant agreement;

Further Resolved, That these funds are budgeted for the Milwaukee Police Department which is authorized to:
  1. Expend from the amount budgeted for specified purposes as
  2.      indicated in the grant budget and incur costs consistent with the award
     date;
 
2.   Transfer funds within the project budget as long as the amount
     expended for each specific purpose does not exceed the amount
      authorized by the budget by 10 percent.
