Analysis
This resolution authorizes the Health Department to apply for, to accept and fund the Alcohol-related STD/HIV Risk Counseling Grant project from the Medical College of Wisconsin in the amount of $69,131.  The purpose of the project will be to compare routine sexually transmitted disease and HIV prevention counseling with an enhanced form of counseling specifically designed for people with alcohol-use disorders.  
 
Body
Whereas, The City of Milwaukee appears to be eligible for grant funds from the Medical College of Wisconsin to the Milwaukee Health Department STD/HIV Clinic to compare routine sexually transmitted disease and HIV prevention counseling with an enhanced form of counseling specifically designed for people with alcohol-use disorders; and
 
Whereas, The operation of this grant project from 10/01/02 to 09/30/03 would cost $69,131 provided by the grantor; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that application to the Medical College of Wisconsin is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 940843 (Grant Ordinance); and, be it
 
Further Resolved, That the City Comptroller is authorized to:
 
1.  Commit funds within the Project/Grant Parent of the 2002 Special Revenue -Grant and Aid Projects, the following amounts for the project titled Alcohol-related STD/HIV Risk Counseling Grant:

Further Resolved, That these funds are budgeted to the Health Department which is authorized to:
 
1.      Expend from the amount budgeted sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
 
2.      Expend from the 2002 grant budget funds for specific items of equipment; and, be it
 
Further Resolved, That the Common Council directs that the 2002 Positions Ordinance C.C. File Number 010468, should be amended as follows:

Delete:

Delete footnote (K); and under the

Amend footnote (S) as follows:
 
To expire 09/30/03 unless the Alcohol-related STD/HIV Risk Counseling Grant, available from the Medical College of Wisconsin is extended. .5 FTE of the Nurse Practitioner position is funded by the STD/HIV Prevention Training Grant; and
 
Amend footnote (BB) as follows:
 
To expire 04/30/03 unless the STD/HIV Prevention Training Grant, available from the Cincinnati Health Department, is extended.  .5 FTE of the position is funded by the Alcohol-related STD/HIV Risk Counseling Grant.
