Analysis
This resolution authorizes the Health Department to apply for, accept and fund the Income Maintenance Grant Project from the Centers for Medicaid and Medicare Services, Division of Health and Family Services through Community Advocates in the amount of $47,407.  The purpose of the project is to continue support for agencies sponsoring outstation sites for the purpose of enrolling and maintaining eligibility for public entitlements such as Medicaid, BadgerCare, Food Stamps and child care.    
 
Body:
Whereas, The City of Milwaukee appears to be eligible for grant funds from Community Advocates to support for agencies sponsoring outstation sites for the purpose of enrolling and maintaining eligibility for public entitlements such as Medicaid, BadgerCare, Food Stamps and child care; and
 
Whereas, The operation of this grant project from 07/01/02 to 12/31/02 would cost $94,814 of which, $47,407 (50%) would be provided by the City and $47,407 (50%) would be provided by the grantor; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that application to the State of Wisconsin Division of Health and Family Services is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 940843 (Grant Ordinance); and, be it
 
Further Resolved, That the City Comptroller is authorized to:
 
1.  Commit funds within the Project/Grant parent account of the 2002 Special Revenue-Grant and Aid Projects fund, the following amounts for the project titled Income Maintenance Project Grant:

2.  Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project Level Values; budget to these Project/Grant values the amounts required under the grant agreement;

Further Resolved, That these funds are budgeted to the Health Department which is authorized to:
 
1.   Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date; and
 
2.   Expend from the 2002 grant budget funds for training and out-of-town travel by departmental staff;
 
3.   Expend from the 2002 grant budget funds for specific items of equipment; and, be it
 
Further Resolved, That the Common Council directs that the 2002 Positions Ordinance C.C. File Number 010468, should be amended as follows:

Add footnote (P) as follows:
