Title
A substitute ordinance amending the description of the dock and wharf line of the right bank of the Milwaukee River, north of West Wells Street.

Analysis
This ordinance amends the description of the dock and wharf line of the right (west) bank of the Milwaukee River, immediately north of West Wells Street, such that the dock and wharf line is moved in the direction of the river. This change is necessary to allow construction of a permanent building on the RiverWalk at this location.
Body
Whereas, One of the primary objectives of the RiverWalk is to stimulate economic development along the Milwaukee River in downtown Milwaukee; and

Whereas, The segment of the RiverWalk located on the west side of the river, between West Wells Street and West Kilbourn Avenue, includes a widened portion just north of West Wells Street that is intended and well-suited to accommodate new commercial activity at this location; and

Whereas, The owner of the Cawker Building, 108 West Wells Street, wishes to construct a building addition on this widened portion of the RiverWalk in conjunction with development of a restaurant on the first floor of the building; and

Whereas, The opening of a restaurant along this segment of the RiverWalk is consistent with the goal of encouraging additional commercial activity along the Milwaukee River; and

Whereas, Construction of permanent buildings beyond the dock and wharf line of the Milwaukee River is prohibited by s. 118-19 of the Milwaukee Code of Ordinances; and

Whereas, A substantial portion of the RiverWalk segment in question extends beyond the dock and wharf line, thereby severely limiting commercial use of the RiverWalk at this location; now, therefore

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
