This resolution supports the changes recommended by the Southeastern Wisconsin Regional Planning Commission (SEWRPC)to the proposed Wisconsin "Smart Growth" legislative proposal. The "Smart Growth" legislation creates a state-wide framework for comprehensive land use planning and growth management, refines comprehensive planning in Wisconsin, establishes a state grant program to support comprehensive planning and requires that comprehensive plans be adopted by local ordinance if they are used as a basis for regulatory decisions on development matters.

The resolution supports legislative consideration of the "Smart Growth" legislative proposal separately and not as part of the omnibus budget bill. The resolution also supports amending the "Smart Growth" legislation to provide for an advisory review of local comprehensive plans by regional planning commissions, and to require local plans to be consistent with any regional plan. The resolution directs the Intergovernmental Relations Division - Department of Administration to seek the separation of the "Smart Growth" legislation from the omnibus budget bill and also seek the amendment of the "Smart Growth" legislative proposal.
