Title
Substitute resolution amending a cooperation agreement with the Wisconsin Energy Conservation Corporation relating to the Milwaukee Energy Efficiency Project (Me2 program).
Analysis
Common Council File Number 100007, adopted on July 27, 2010, authorized the Department of Administration to enter into a cooperation agreement with the Wisconsin Energy Conservation Corporation to implement the Milwaukee Energy Efficiency program, which is funded in part by a U.S. Department of Energy grant.

The existing cooperation agreement expires September 30, 2013, consistent with the former grant period of performance as defined by the Department of Energy. The U.S. Department of Energy has authorized a grant extension until November 1, 2014.

This resolution authorizes an amendment to the cooperation agreement with the Wisconsin Energy Conservation Corporation. The amendment extends the cooperation agreement until November 1, 2014. It also increases the City’s role in program design and clarifies that after November 1, 2014, the City of Milwaukee shall retain control of any remaining loan loss reserve accounts or other “Evergreen funds.”
