Title
Resolution authorizing acceptance and funding of a FY 2012 Assistance to Firefighters Grant.

Analysis
The resolution authorizes the Fire Department to accept and expend a 2012 Assistance to Firefighters - Operations and Safety Program Grant from the U.S. Department of Homeland Security - Federal Emergency Management Agency in the amount of $1,194,660, with a grantor share of $955,728 and a City share of $238,932. The purpose of this project is to design, install and implement a video conferencing network.

Body
Whereas, On July 6, 2012, the Common Council adopted Resolution File Number 120273, authorizing the Fire Department to apply for grant funds from the Department of Homeland Security Federal Emergency Management Agency Assistance to Firefighters Grant for the implementation of a regional training video conferencing system; and

Whereas, Pursuant to the Catalog of Federal Domestic Assistance Program 97.044, the City of Milwaukee is eligible for the grant and the Fire Department has received an award notice; and

Whereas, The project scope requires that the Milwaukee Fire Department invite surrounding municipal fire departments to participate in the implementation of a regional video conferencing system to provide training of first responders; and,

Whereas, The operation of this grant from 04/17/2013 to 04/16/2014 would cost $1,194,660 of which $955,728 (80%) would be provided by the grantor and $238,932 (20%) would be provided by the city; and

Whereas, Participating municipalities would contribute toward the $238,932 required cash match according to terms that are yet to be determined; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Fire Department shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, Milwaukee Code of Ordinances; and, be it
