Minutes note: Appearing: Zachary Roder, DPW Mike Amsden, DPW Andrew Davis-Lockwood, DPW Mr. Roder gave an update presentation on the scooter program. Peek of ridership has ended. Proper parking rate was improving. Parking program actions included installing scooter parking corrals, promoting clustered parking, dedicating a Presentation Specialist position, and planning an end-of-trip review. Equity programs for Lime and SPIN data was shown with Lime continuing to have higher participation than SPIN. Recent events include pop-up education, Harley-Davidson Wellness Rally, Downtown Employee Appreciation Week, and NWS Safety Safari event. Ridership continues to be higher than last year. The program was generating revenue. Mr. Davis-Lockwood gave an update presentation on The Hop Streetcar. Ridership for quarter 1 and 2 of 2024 grew 10% and 14% respectively compared to 2023. Ridership for July 2024 was at 63,383 which was a 4% decrease compared to 2023. Ridership steadily was increasing since COVID. Ridership had a 30% increase for Summerfest 2024 and 22% decrease for Bastille Days 2024 when compared to 2023. Total boardings at the lakefront stop were drastically higher during last weekend of Summerfest, German Fest, Harley Fest, and Air & Water Show.

Minutes note: Appearing: Zachary Roder, DPW Mike Amsden, DPW Pres. Jose Perez, 12th Ald. Dist. Ald. Mark Chambers, Jr., 2nd Ald. Dist. A presentation was given. Ridership from 5/17 to 7/7 entailed 209,863 trips, 4,015 median trips per day, a 25% increase from 2023. Lime had 65,365 unique riders. SPIN had 8,662 unique riders. There was significant larger share for the 4th aldermanic district due to Summerfest. Concerning equity Lime has 50% off for Lime Access users and all rides in equity zones. Concerning equity SPIN has 3 free 30 minute rides daily for Access Pass users and 50% off all rides in equity zones. Total access pass active members were 369, access pass discounted trips were 1,521, and equity zone discounted trips were 31,921. There were Lime Chill on the Hill 6/18, Lime Summerfest, and Lime/SPIN micromobility Mixer (today) events. Community feedback had larger complaints (21) from 5/17 to 6/20 but has decreased to 5 from 6/21 to 7/10. Operator action data for June 2024 was given. There were 20 scooter relocations for Lime and 7 for SPIN. Lime had 149 user warnings, 10 user fines, 2 user suspensions, and 5 user bans. Data for SPIN was to be determined. Members requested for a breakdwon of ridership, pass, trips, and equity data by aldermanic district. Ald. Brostoff left the meeting at 11:40 a.m. The file was amended to add to the title reference to "The Hop MKE Streetcar" at Ald. Bauman's request. There was no objection.

6/20/20240 PUBLIC WORKS COMMITTEE HELD TO CALL OF THE CHAIR

Minutes note: Jerrel Kruschke, Dept. of Public Works Commissioner Zachary Roder - Senior Transportation Planner DPW Ald. Spiker Ald. Zamarripa Ald. Bauman asked how the "do not riding on sidewalks" compliance works and read an e-mail that he received this morning which is not part the file. Mr. Kruschke said that if we know the particular time and the scooter location, the company basically track down the client and rescind them from using the scooters again. Ald. Bauman said that person on the letter says that it happened at 10:50 pm last night at 1800 block of Prospect Av., and that he wants confirmation of receipt. Mr. Roder said that he will follow up. Ald. Bauman said that citizens should not have to put up with scooters on sidewalks and behaviors putting them at risk. Mr. Kruschke agreed. Mr. Roder gave a presentation that it has been attached to the file.

Minutes note: Jerrel Kruschke and Mike Amsden - DPW Ald. Bauman said the purpose of this file is to get periodic reports about permitees complying with the various provisions on the contracts. He added that program has been running for two weeks, that there is nothing to report yet, but that he wants to make sure that there is compliance with the distribution requirements, the sidewalk ridding provisions, the signage and marking on scooters, accessible scooters, etc. Ald. Brostoff said that Lime has not been in compliance. Mike Amden introduced Zachary Roder, the new Senior Transportation Planner.
