Analysis

This resolution directs the Commissioner of City Development to develop an Anti-Displacement Plan for neighborhoods surrounding Downtown Milwaukee.

 

Body

Whereas, The mission of the Department of City Development (“DCD”) is to improve the quality of life in Milwaukee by guiding and promoting development that creates jobs, builds wealth and strengthens the urban environment, and at the same time respects equity, economy and ecology; and

 

Whereas, Milwaukee’s skyline is changing on a monthly basis due to the rapid pace of new construction; and 

 

Whereas, While the downtown building boom brings many improvements to the city, including more people and an expanded tax-base, it may also kill some cultural traditions and diversity, the precise characteristics that make Milwaukee so dynamic and desirable in the first place; and 

 

Whereas, Development should not dismantle and displace existing neighborhoods and communities in order to make way for new residents; and

 

Whereas, DCD must ensure that its economic revitalization efforts for Milwaukee include policies that help poorer residents and neighborhoods at the same pace as the influx of new private capital that destabilizes cultural neighborhoods and displaces residents; now, therefore, be it    

 

Resolved, By the Common Council of the City of Milwaukee, That the Commissioner of City Development is directed to develop an Anti-Displacement Plan for neighborhoods surrounding Downtown Milwaukee; and, be it

 

Further Resolved, That the Commissioner shall present the Anti-Displacement Plan to the Common Council prior to March 1, 2018.
