Title
A substitute ordinance relating to regulations for newspaper vending boxes.

Analysis
This ordinance changes the November 1, 2007 effective date of newspaper vending box regulations as follows:
1. For any new license granted or current license renewed on or after November 1, 2007, all provisions, including changes in the license period and fee, take effect November 1, 2007.
2. For any new license granted on or after passage and publication of this ordinance, the provisions of Part 1 of file number 051631 (application and grant procedures, newspaper vending box regulations, but excluding changes in the license period and fee, and the requirement that a sticker be issued in association with a permit), apply.
The ordinance also clarifies a provision relating to the placement of no more than 8 boxes on a city block by revising block to blockface as defined in the zoning code.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:

Part 1. Section 115-33.5-8-a-12 of the code is amended to read:
115-33.5. Newspaper Vending Boxes; Newspaper Vending Box Permits.
8. CONDITIONS.
a. Location
a-12. No more than 8 newspaper vending boxes shall be placed on any one city [[block]]>>blockface as defined in s. 295-201-63<<.

Part 2. Part 3 of file number 051631, passed October 24, 2006, is repealed and recreated to read:

Part 3. The treatment of this ordinance is as follows:
1. Parts 1 and 2 apply to any license granted or renewed on or after November 1, 2007.
2. Part 2, excepting s. 115-33.5-4-d and 8-c-1, applies to any license granted on or after passage and publication of this ordinance, February 2, 2007.
