7/24/2017	1	COMMUNITY & ECONOMIC DEVELOPMENT COMMITTEE	HELD TO CALL OF THE CHAIR; Minutes note: Mr. Steve Mahan, Community Block Grants Administration, gave his presentation. Speakers: 1. Eddie Hatch and Michelle Davis-Hatch -- Night Owl Services, LLC - run a small company out of their home that specializes in commercial food equipment and refrigeration. They have gotten no support for this company and are trying to buy a facility. 2. Annie Perteet - Genesis Building Better Lives Corp. - trying to provide affordable housing out of a commercial building and the city needs to work with them. 3. Jim Hiller - Burleigh Street Organization - need to change how we do business in terms of having funded organizations certify that they have looked into collaboration and consolidation with other organizations providing similar services. 4. Mary Watkins - Would like Programs in the Parks and Mr. Hays's work in Sherman Park to be supported. Mr. Hays is currently relying on private donations. The city also needs to double down on housing in the poorer zip codes and support re-entry programs for ex-felons. 5. Bethany Sanchez - Metropolitan Milwaukee Fair Housing Council - fights lending and rental discrimination 6. Patrice and Dennis Biddle - Bridging Gaps to Greatness, Inc. - offers 21st century learning concepts to schools and getting minorities into the tech field, learning coding, robotics and video production. 7. Danielle Breen - Northwest Side Community Development Corp. 8. Neva Hill and Mary Hoehne - Granville Economic Development Corp. (Hoehne) and The Woodlands (Hill) - the BID has funded $78,000 in the area and for salaries 9. Bernadette Anderson - House of Kings and Priests - began in 2004 and offeres a group home, transitional living and working with young men aging out of foster care and they need funding for their social services. 10. Tyrone Trice - Mil and Trice Boxing Team - he has bought 2,000 pairs of underwear and 3,00 pairs of socks for kids and he uses boxing to teach discipline and helps the kids with things in their lives and self-defense. 11. Annette Veasey - S.M.I.L.E., Inc - Services to Maintain Life Efficacy - works with young men coming out of the Dept. of Corrections. 12. Eugene Barofkin - supports more homeless shelters and group homes for the mentally ill, there needs to be a dual certification of social workers who can work with the mentally ill. More group homes are needed as well as lighted basketball courts as a crime prevention technique. 13. Brianna Sas Perez - Layton Boulevard West Neighbors, Inc. 14. Nasheica Bryant - The Freedom Fighters - they do patrols as part of a resident-led program. They mediate between neighbors and do clean-ups while on patrol. 15. Frank Sensabaugh - CPR (Crisis Prevention and Resolution) and DNA (Devastating Natural Ability) - it's always the same people on the ground helping and it's not those being funded. He'd like to create a video and dance studio for youths. 16. Jermaine Alexander - Sherman Park Community Association - supports the Neighborhood Improvement Programs (NIPs) 17. J.E. Andrea Nembhard - government needs to hear people and people need to speak up more. 18. Barry Givens - Sherman Park Community Association - need a youth organizer 19. Maurice Fair - wants people to reach out and help kids, even gangbangers. Adults need to go into the school system to help and educate all kids. 20. Karnesha Taylor - Children's Knowledge I and II - wants funding for parent and child education programs. 21. Tiffany McDuffie - no longer present 22. Jim Gaillard - Ezekial Project Hope - master electrician who helps people get training in the trades and works with the County House of Corrections. He got some reprogramming funds and would like to create a neighborhood resource center. 23. Bria Grant - United MKE - no longer here. 24. Cherrie Lee Richardson - volunteer for a number of organizations that no longer have funding and have no place to go, one of which is the Black Health Coalition. 25. Corey Kirkwood - Director of the M.J.P. Peace Coalition Center which feeds kids, has a basketball team, mental health support and educational assistance. 26. Pastor Mickey McClinton - "MJP" stands for Michael J. Prescott, his murdered son for whom the center was begun. They are looking for partners to work with. 27. Virginia Pratt - Prosper Faith Base Outreach - provides shelter and employment services 28. Willie McGee - Metcalf - wants to revitalize MLK Drive from the Bucks arena 29. James Moss - all people need to work together no matter one's race and the city needs to create jobs to have people succeed. 30. Craig Stingley - supports nonprofits, but all this money has been spent for years and years and the city still has the worst quality-of-life statistics. He wants to see collaboration among organizations; the city should expeditiously rehab or raze foreclosed properties and give residents the first chance to buy; paving of city streets doesn't hold up well; the city should pay students to shadow tradespeople and residents need financial literacy. 16. Whereas, The Community and Economic Development Committee recommends approval of the Funding Allocation Plan of activities and funding recommendation for funding year 2018 as attached; and

Whereas, The City of Milwaukee appears to be eligible for community development entitlement funding for year 2018 estimated at $16,443,000 (CDBG funds $11,500,000; HOME funds, $3,400,000; ESG funds, $1,000,000; and HOPWA funds $543,000); now therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the 2018 Funding Allocation Plan is approved as attached; and, be it

Further Resolved, That the authorization for the funding listed in the resolution is subject to the availability of the Year 2018 community development funding and the release of funds for this purpose by HUD; and, be it

Further Resolved, That the Community Development Grants Administration is authorized to prepare and submit the Annual Action Plan for community development funding to the United States Department of Housing and Urban Development (HUD) in accordance with the City’s Strategic Plan.
