Title:
Substitute resolution relative to acceptance and funding of a Milwaukee Joint Human Trafficking Task Force Initiative (Police Department).
Analysis:
This resolution authorizes the Milwaukee Police Department to accept and fund a Milwaukee Joint Human Trafficking Task Force Initiative from the US Department of Justice, Office of Justice Programs in the amount of $912,936, with a grantor share of $600,000 and a city share of $312,936. The purpose of this project is to fund one full time Detective position and one part-time Analyst position within the Police Department to work with federal and local law enforcement partners, as well as victim service agencies, to identify victims of all types of human trafficking, investigate and prosecute sex trafficking and labor trafficking cases and address the individualized needs of victims.

Whereas, The City of Milwaukee appears to be eligible for grant funds from the US Department of Justice, Office of Justice Programs, and
Whereas, The operation of this grant from 10/01/15 to 09/30/18 would cost $912,936, of which $600,000 (66%) would be provided by the grantor and $312,936 (34%) would be provided by the City; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee that
the Police Department shall accept this grant without further approval unless the terms of the
grant change as indicated in Section 304-81, Milwaukee Code of Ordinances; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2016 Special Revenue-Grant and Aid Projects, the following amount for the program titled: Milwaukee Area Human Trafficking Task Force:
