Atty. Stephens stated that there is a remand from the Milwaukee County Circuit Court to rehear the 2010 to 2011 license renewal application and the 2011 to 2012 license renewal application. Originally renewed with a suspension, the subsequent Common Council substituted with a motion to nonrew the 2010 to 2011 renewal license. The Circuiy Court ruled that the Council could not make their ruling in this case. The committee was to make recommendations on the two renewal licenses, one from 2010 to 2011 and the other from 2011 to 2012.

Mr. Ray testified as to witnessing kids in the area being disrespectful, buying drugs, changing in the cars, using the parkway as toilets, throwing trash around the cars, making noise prior to opening and after closing, yelling, making obsenities, making finger gestures, and consuming alcohol. He saw kids changing clothes and going to the club. He described mayhem with young people in the area, which included loud noise, yelling of profanity, trash, music from cars, public urination, and cars speeding and cruising in the area and ignoring stop signs. At or near the club, he has witnessed these issues seven or eight times during the last two years.
Ald. Wikowiak testified in opposition based upon his personal observations of patrons exiting the club and going to their cars at the BP gas station nearby, smoking weed in their cars, drinking alcohol in their car, cruising, doing donuts with their cars on the intersection of 1st and Mineral St., and blasting loud music from their cars. Also, he added that many neighborhors are intimated to testify and that there are significant items in the police report.
Ald. Kovac moved to make an email submitted by Mr. Pliss and additonal emails in the EBook (pg. 164 through 173) as part of the record, but as an addendum file not to be considered by the committee. There were no objections.
Mr. Pliss said he has implemented the suggestions of the committee to improve security, cooperate with the police department, and investigate social media.

Ms. Whitehead testified as to witnessing, within the last calendar year, issues with the patrons littering, urination on her lawn, fighting, sitting on her property, revving of motorcycles, smoking marijuana, and blocking her driveway. There were five shootings in July. She said she has been threatened by the applicant's son and cussed at by the business personnel. Also, the age advertised by the bar does not depict the actual ages of patrons visiting the bar. She said she has personally witnessed all of these issues from patrons leaving the bar.

Mr. Nuell testified as to managing the business, dealing with patrons, and getting customers to leave at closing time. Problematic customers are thrown out, and the business primarily has regular customers. He responded to and got a scar from a patron trying to leave the premise with a beer. There has not been any employees cussing out people. There are cones and security in the street directing traffic.
In response to Atty. Whitcomb's questioning, Mr. Nuell said that the shooting that occurred resulted from a robbery and a person who was not a patron.
