An ordinance relating to the keeping of miniature pigs in the city.

Analysis
This ordinance allows the keeping of miniature pigs (more commonly known as Vietnamese pot-bellied pigs) in the city if the following standards are met:
1. No miniature pig shall exceed a height of 20 inches at the shoulder or weigh more than 105 pounds.
2. Not more than 2 miniature pigs may be kept in any dwelling unit.
3. It shall be unlawful to keep any miniature pig that is not spayed or neutered within 30 days of attaining the age of 3 months.
4. Every miniature pig shall be kept indoors or, when outdoors or off-premises, confined or restrained.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 78-1-28.5 of the code is created to read:
78-1. Definitions.
28.5. MINIATURE PIG means any purebred member of the dwarf breed of pig commonly known as a Vietnamese pot-bellied pig (sus scrofa bittatus).
Part 2. Section 78-5.5 of the code is created to read:
78-5.5. Keeping of Miniature Pigs in the City. Notwithstanding the provisions of s. 78-5-2, a person may keep a miniature pig within the city provided the following standards are met:
1. No miniature pig shall exceed a height of 20 inches at the shoulder or weigh more than 105 pounds.
2. Not more than 2 miniature pigs may be kept in any dwelling unit.
3. It shall be unlawful to keep any miniature pig that is not spayed or neutered within 30 days of attaining the age of 3 months.
4. Every miniature pig shall be kept indoors or confined or restrained in one of the following manners:
a. Confined by fence, leash or obedience training to the property of the person keeping or maintaining it or to the property of another if such other person has given express permission.
b. Confined to a motor vehicle when off the property where it is regularly kept.
