Resolution establishing the Growing Entrepreneurs in Milwaukee initiative as an official City program and authorizing the acceptance and expenditure of contributions for this initiative.
Analysis
This resolution creates the Growing Entrepreneurs in Milwaukee (GEM) initiative for youth under the age of 18 to learn about City licensing regulations and achieve their entrepreneurial goals. The GEM initiative consists of online educational “modules” and real-world educational experiences to teach youth the principles of entrepreneurship.

This resolution also authorizes the City Clerk’s Office to accept and expend contributions for the GEM initiative. The License Division of the City Clerk’s Office shall administer the program.

Whereas, According to the U.S. Department of Labor, entrepreneurs drive America's economy, accounting for the majority of the nation's new job creation and innovations; and

Whereas, The U. S. Small Business Administration further reports that - over the last 5 years - 2 out of every 3 net new jobs were created by small businesses; and

Whereas, Many hopeful young entrepreneurs do not have the opportunity to receive guidance from peers or role models who operate their own business; and

Whereas, Helping young people recognize opportunity and giving them the tools to capitalize on those opportunities empowers them to take ownership of their future; and

Whereas, According to a 2001 report to the DC Children and Youth Investment Trust Corporation entitled “Logic Models and Outcomes for Youth Entrepreneurship Programs” by Jacinta Bronte-Tinkew, Ph.D. and Zakia Redd, M.P.P, positive outcomes of youth entrepreneurship education include:

1. Improved academic performance, school attendance, and educational attainment.

2. Increased problem-solving and decision-making abilities.
