Title
Resolution relating to Port Milwaukee’s acceptance of a U.S. Department of Transportation Port Infrastructure Development Program grant and approval of both the grant agreement and a subrecipient agreement regarding said grant.
Analysis
This resolution approves the execution of both a grant agreement with the U.S. Department of Transportation Maritime Administration and a subrecipient agreement with The DeLong Co., Inc. regarding execution and fulfillment of said grant.
Body.
Whereas, in 2020, Port Milwaukee was awarded $15,893,543 from the U.S. Department of Transportation Port Infrastructure Development Program (“PIDP”) to assist in the construction of a new Agricultural Maritime Export Facility (“AMEF”), which would be operated by The DeLong Co., Inc. (“DeLong”), a Port Milwaukee tenant; and
Whereas, on January 19, 2021, the Common Council adopted File Number 201186, authorizing Port Milwaukee to accept and enter into a grant agreement for those PIDP funds; and
Phase one of the AMEF is complete and is currently being operated by DeLong; and
To date, the AMEF has received, stored, and loaded onto vessels more than 100,500 metric tons of dried distiller grains with solubles and soybean meal and its shipments have been received internationally, including in the United Kingdom, Ireland, Spain and Morocco; and
Whereas, Port Milwaukee initiated a second PIDP grant proposal to the U.S. Department of Transportation Maritime Administration (“MARAD”) to complete Phase 2 of the AMEF; and
Whereas, Phase 2 of the AMEF (the “Project”) will allow DeLong to receive multiple commodities simultaneously and load them onto a single vessel with multiple cargo holds, only possible by adding two grain silos and associated handling equipment; and
