Title

Analysis
This resolution approves the Common Council - City Clerk’s Office’s spending of American Rescue Plan Act funds on translation services and the Big Clean initiative for their original intended purposes.
Body
Whereas, Under the first installment of the American Rescue Plan Act (ARPA), which was approved through the adoption of Common Council File Number (CCFN) 210894 on October 21, 2021, translation services and the Big Clean initiative were allocated $300,000 and $2,310,000, respectively; and

Whereas, The 2024 Adopted Budget reallocated $196,064 for translation services and $350,654 for the Big Clean initiative in ARPA funding and replaced it with levy-supported Special Funds of these amounts, leaving $21,450 for translation services and $54,186 for the Big Clean initiative of the original ARPA funds to be expended in 2024; and

Whereas, Common Council File Number 231182, adopted on December 12, 2023, directs the use of funding from ARPA to be placed in the control of the Common Council if any funds are unused or unencumbered by June 30, 2024; and

Whereas, Following the June 30, 2024 deadline, the City Clerk’s Office inadvertently failed to switch over from the ARPA account to the levy-funded account for translation services and the Big Clean; and

Whereas, Although the Big Clean and translation services programs have continued uninterrupted, the City Clerk’s Office has administratively corrected this issue by adjusting invoices to pay out of the Special Fund for work completed after June 30, 2024; now, therefore, be it
