Title

Substitute resolution relating to the status of the Housing Authority of the City of Milwaukee.

Analysis

This resolution directs the Housing Authority of the City of Milwaukee, the Office of the City Attorney, the Department of Neighborhood Services, and the Milwaukee Police Department to report twice a year on the Housing Authority’s “Milwaukee Recovery Plan."

Body

Whereas, The Housing Authority of the City of Milwaukee (HACM), which is Milwaukee’s second-largest landlord and houses thousands of people, is at risk of bankruptcy after incorrectly using $2.8 million of Section 8 Housing Program federal funds to pay staff members; and

Whereas, The Section 8 Housing Program provides federal housing assistance to low-income families, the elderly, and disabled people; and

Whereas, In January 2025, HACM agreed to implement a "Milwaukee Recovery Plan" with the US Department of Housing and Urban Development in order to improve HACM’s facilities, upgrade operations, and improve financial controls; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Housing Authority of the City of Milwaukee, the Office of the City Attorney, the Department of Neighborhood Services, and the Milwaukee Police Department are directed to each report to the Common Council twice a year on the “Milwaukee Recovery Plan"; and, be it

Further Resolved, That the Office of the City Attorney shall provide updates on legal issues related to the “Milwaukee Recovery Plan,” and shall offer closed-session briefings of the Common Council if needed; and, be it

Further Resolved, That the Department of Neighborhood Services shall report on calls for service and orders issued against HACM properties; and, be it
