Analysis

This ordinance provides for waiving the chicken permit fee if the permit applicant self-certifies a hardship, subject to the commissioner of health’s approval.

Body

Whereas, Low-income Milwaukee residents’ acute need for accessing affordable, nutritious food is evidenced by October, 2024, data from the Wisconsin Department of Health Services’ Foodshare at a Glance - Case Summary dashboard, which indicates that 131,730 Milwaukee County households participate monthly in the federal Supplemental Nutrition Assistance Program with an average allotment of $335; and

Whereas, The Milwaukee Fresh Food Access Report, placed on file April 18, 2023, under Common Council File Number 181879, details efforts to make fresh food more accessible for low-income residents, including, but not limited to, considering the general reduction of permit fees and facilitating chicken husbandry; and

Whereas, Residents must obtain a permit from the Commissioner of Health in order to keep chickens under s. 78-6-5.1, Milwaukee Code of Ordinances (MCO), with a permit fee of $35 under s. 60-7.8, MCO; now, therefore

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

Part 1. Section 60-7-8 of the code is amended to read:

60.7. Animal Licenses and Permits.

8. A fee of $35 shall be charged at the time of application for anyone intending to keep chickens in the city. >>The fee shall be waived if the applicant self-certifies a hardship when applying, subject to approval of the commissioner.<<
