Substitute resolution directing the Department of Public Works to examine the feasibility of creating a dedicated scattered-site walk replacements crew.
Analysis
This resolution directs the Department of Public Works (DPW) to examine the feasibility of creating a dedicated crew within DPW to address the backlog of requested scattered-site walk replacements and report back to the Council within 6 months of adoption of this resolution.
Body
Whereas, In the 2025 Proposed Budget, $1.87 million of funding is allocated to replace or repair defective or unsafe sidewalks; and

Whereas, Property owners will contribute $375,000 in special assessments while the City will contribute $1.5 million in capital improvements funding (new borrowing); and

Whereas, Approximately $500,000 is allocated to the scattered-site sidewalk program, which replaces sidewalk sections that are upheaved by the roots of trees owned by the City; and

Whereas, DPW’s quarter section program replaces any sidewalks needing repair within the boundaries of a particular section of the city by selecting boundaries with the most aged, deteriorated sidewalks each year; and

Whereas, This program works on a rotating basis to ensure that each section of the city has a substantial effort to improve sidewalks every 40 years; and

Whereas, The traditional quarter section program is provided $1.37 million in the 2025 Budget; and

Whereas, The 2025 Budget was adopted by Common Council File Number 240001 on November 8, 2023; and

Whereas, Amendment 41 placed a footnote in the 2025 Budget directing the Department of Public Works “to examine the feasibility of creating a dedicated crew in DPW to address the backlog of requested scattered-site walk replacements and report back to the Council.”; now, therefore, be it
