This resolution authorizes the Department of Public Works to enter into a Master Services Agreement with Johnson Controls Incorporated to develop an Energy Saving Performance Contract for energy efficiency, renewable energy, and electric vehicle charging infrastructure at various City-owned buildings. This resolution further authorizes the Department to encumber up to $95,000 for these purposes with the intent of partially funding these projects with the Energy Efficiency and Conservation Block Grant.

Whereas, On October 10, 2023, the Common Council adopted Resolution File Number 230804 authorizing the Department of Public Works, with support from the Department of Administration - Environmental Collaboration Office, to issue a Request for Proposals for a guaranteed energy savings performance contract for City buildings and facilities; and

Whereas, After reviewing competitive proposals, Johnson Controls, Inc. was selected to design an investment-grade energy audit for City facilities, including Department of Public Works field headquarters, central repair garage, and Police Department District 3 station; and

Whereas, The investment-grade audit will develop options for energy efficiency projects, electric vehicle charging infrastructure, and solar energy projects that will be funded in part by the City’s allocation of the Energy Efficiency and Conservation Block Grant and elective pay tax credits; now, therefore, be it
