Title
Substitute resolution amending the City of Milwaukee’s Legislative Package to seek introduction and passage of state legislation to incorporate Vision Zero into Driver’s Education curriculum.
Analysis
This resolution amends the City of Milwaukee’s Legislative Package to include the introduction and passage of state legislation to incorporate the principles of Vision Zero, a traffic safety project intended to eliminate severe injuries and fatalities due to vehicle traffic, into Wisconsin Driver’s Education.
Body
Whereas, Vision Zero is a “strategy to eliminate all traffic fatalities and severe injuries, while increasing safe, healthy, equitable mobility for all”; and
Whereas, Common Council File Number 250285, adopted June 24, 2025 approved the City of Milwaukee’s Vision Zero Action Plan and directed City departments to consult the Action Plan when developing policies or advocacy aimed towards traffic and pedestrian safety; and
Whereas, Effective, safety-oriented Driver’s Education is and will continue to be an essential strategy to reduce traffic-related injuries and deaths; and
Whereas, The 2026 Budget was adopted by Common Council File Number 250001 on November 7, 2025; and
Whereas, Amendment 15 placed a footnote in the 2026 Budget directing the Intergovernmental Relations Division to lobby the Wisconsin Department of Transportation to incorporate Vision Zero into its Driver’s Education curriculum; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that Common Council File Number 241415 is amended by inserting the following item into the document attached to the file as the “2025-26 State Legislative Package”:
