Title
Substitute resolution relating to development of corporate partnerships for provision of vending and other services on City premises.
Analysis
This resolution authorizes and directs the Business Operations Division of the Department of Administration to research and evaluate the potential for the City to enter into contracts with one or more private corporations granting such corporations exclusive rights to provide vending machines or other goods or services to the City in exchange for cash payments and other benefits to the City. The Business Operations Division shall submit a report of its findings and recommendations to the Common Council within 6 months of adoption of this resolution.
Body
Whereas, The Common Council finds that the City of Milwaukee has an ongoing need to develop new and innovative sources of revenue; and

Whereas, One potential new source of revenue is the creation of partnerships between the City and private corporations granting the corporations exclusive rights to provide vending machines or other goods or services on City premises in exchange for cash payments to the City; and

Whereas, The City of San Diego has entered into a 12-year agreement with the Pepsi Bottling Group, Inc., that makes Pepsi the official and exclusive provider of cold-drink vending machines on city property in return for a number of benefits to the city, including $6.9 to $23 million in flat-fee payments and commissions from Pepsi, two new vehicles for the city's parks department, an annual allocation of free soda to support city programs and activities, and merchandise to support youth recreation programs; and

Whereas, The City of Houston expects to receive about $5.7 million over 10 years from similar exclusive-provider and marketing contracts it has entered into with two private companies (one for cold-drink vending, the other for all othe...
