Title
Resolution relating to the application for, and acceptance, funding and expenditure of, a Wisconsin Department of Administration 2020 Wisconsin Coastal Management Program grant for Port Milwaukee’s Capital Asset Renewal Plan.

Analysis
This resolution authorizes Port Milwaukee to apply for, accept, fund and expend a Wisconsin Department of Administration 2020 Wisconsin Coastal Management Program grant in the amount of $40,000 for creation of a Capital Asset Renewal Plan.

Body
Whereas, The City of Milwaukee appears to be eligible for 2020 Wisconsin Coastal Management Program funds from the Wisconsin Department of Administration (WisDOA); and

Whereas, It is the mission of Port Milwaukee to enhance the overall economic environment of the region by stimulating trade, business, and employment through its commercial, recreational, and cruise ship operations; and

Whereas, Port Milwaukee owns and maintains multimodal transportation and infrastructure capital assets to provide access to domestic and international shipping, rail, and over-the-road transportation; and

Whereas, The Port’s capital assets are several decades old and are approaching a state of consistent degradation and deterioration;

Whereas, A strategic and budgetary approach to address deferred maintenance is warranted to perpetually avail the Port’s assets in the future; and

Whereas, The Port seeks to establish a new Capital Asset Renewal Plan (CARP) to comprehensively inventory and address deficiencies in Port facilities and infrastructure with robust community input; and

Whereas, The CARP will include a diagnosis of the planned, cyclical refurbishment of the Port’s assets to maintain a perpetual state of good repair; and

Whereas, The CARP will also identify deferred maintenance needs, as well as Port assets which have or will shortly exceed their useful lives; and
