Minutes note: Ms. Connelly presented. Staff recommended approval. Appearing: Jess Johnson, Aurora St. Luke's Medical Center Steve Fisco, GRAEF Tracy Wymelenberg, Aurora St. Luke's Medical Center Ms. Johnson and Mr. Fisco presented on specifics of the proposal. This amendment was requested by St. Luke’s Medical Center, Inc. and will allow the expansion of an existing surface parking lot on the subject site that was previously occupied by the Parkway Building. There was discussion on parking spot units and their utilization, patient volume, greenspace and landscaping, wayfinding, lighting, and property tax assessment status of the demolished building. Mr. Fisco, Ms. Johnson, and Ms. Wymelenberg said that additional surface parking would help serve the hospital including the emergency department; their patient volume was increasing proportional to the Milwaukee market; they had adequate landscaping as a buffer the surface parking, as well as wayfinding signage and pedestrian connections; site lighting would be maintained by St. Luke's; new lighting would match existing lighting; and they would have to research the tax assessment of the demolished parcel, which had not been used since 2019. Member Washington requested that information regarding the tax assessment history of the demolished parcel be provided subsequent to the meeting. Vice-chair Nemec moved approval, seconded by member Crane. (Prevailed 7-0)

Title

Analysis
This amendment was requested by St. Luke’s Medical Center, Inc. and will allow the expansion of an existing surface parking lot on the subject site that was previously occupied by the Parkway Building.
Body
The Mayor and Common Council of the City of Milwaukee (“Common Council”), do ordain as follows:

Part 1. There is added to the Milwaukee Code of Ordinances (“Code”) a new section to read as follows:

(1) In accordance with the provisions of Section 295-907 of the Code relating to the establishment of planned development districts, the Common Council approves the subject amended Detailed Planned Development, which is restricted to the time limit of 5 years from the effective date of this ordinance unless the criteria per s.295-907-2-c-12 are met as referenced in Exhibit A, a copy of which is attached to this Common Council File which is on file in the office of the City Clerk and made a part as though fully set forth herein.

(2) The zoning map is amended for the 1st Amendment to the Detailed Planned Development for the properties located at: 3025 South 27th Street, Tax Key No. 510-9985-110 and 2700 West Oklahoma Avenue, Tax Key No. 510-9976-112. Other properties within the St. Luke’s Medical Center, Phase 1 DPD but are not impacted by this file include 2901 West Kinnickinnic River Parkway, Tax Key Nos 510-0471-110 to 510-0497-110 (St. Luke’s Health Science Offices Condominium); 2801 West Kinnickinnic River Parkway, Tax Key Nos. 510-0541-000 to 510-0554-000 (St. Luke’s Ph...
