The President’s office emphasized that youth should be present “at the table” when decisions affecting them are discussed. Ald. Moore recommended considering a small stipend for youth members and ensuring meeting times are convenient for the targeted age group (high school vs. college). Clifton Crump noted the board is currently not compensated; paying only youth could trigger rules requiring paying all members, but they will look for ways to accommodate (including potentially seeking private funds).

Analysis

This ordinance increases the membership of the Emerging Youth Achievement Advisory Council from 11 to 13 members by adding two youth representatives.

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:


Part 1.  Section 320-29-3-a of the code is amended to read:

 

320-29.  Emerging Youth Achievement Advisory Council.

 

3. COMPOSITION. a. The council shall be composed of the following [[11]] >>13<< members:

 

Part 2.  Section 320-29-3-a-12 of the code is created to read:

 

a-12.  Two representatives of Milwaukee’s youth, between the ages of 14 and 24 at the time of appointment, to be appointed by the common council president.

Part 3.  Section 320-29-4-a of the code is amended to read.


4.  TERM OF OFFICE.  a.  Term.  Members of the advisory council whose positions are  subject to common council confirmation >>and who are not youth representatives<< shall serve terms of 3 years, with the first terms beginning October 1, 2024, and expiring September 30, 2027.  >>Youth representatives shall serve terms of 2 years.<<
