Title
Motion amending the Common Council Procedure and Rules relating to the number of Council committees and committee assignments.
Analysis
This motion, effective for the Common Council term commencing in 2004, decreases the number of Council committees by one by deleting the Community Development and Economic Development committees and creating a Community and Economic Development Committee to which will be assigned all matters formerly assigned to the 2 abolished committees. The motion also specifies that all Council committees shall consist of 5 members.

Part 1. Article V, Section 1 (intro.) of the Common Council Procedure and Rules is amended to read:
Article V. Committees
Section 1. Standing Committees. The following standing committees, including their chair and vice-chair, shall be appointed by the president of the common council. In the absence of the chair, the vice-chair shall carry out the duties of the chair. In the absence of both the chair and vice-chair, the duties of the chair shall be carried out by one of the remaining members, in the order by which they were appointed to the committee by the president. >>All committees shall consist of 5 members.<< The standing committees shall be given the following assignments:
Part 2. Article V, Section 1, Subsections 1 and 2 of the Common Council Procedure and Rules is repealed.
Part 3. Article V, Section 1, Subsection 1 of the Common Council Procedure and Rules is created to read:
1. Community and economic development:
a. Business improvement districts.
b. City public relations.
c. Community development.
d. Economic development.
e. Federal enterprise zones.
f. Industrial land bank.
g. Industrial revenue bonds.
