4/25/20180 PUBLIC WORKS COMMITTEE HELD TO CALL OF THE CHAIR

Minutes note: Craig Liberto - DPW James Washington - DPW Ghassan Korban - DPW Karen Forlenza - DPW Kelly Condon 108 W Wells St stated she wants a solution for everyone to enjoy downtown without the noise pollution of the bridge bells. She asked for solutions to reduce the amount of bridge openings especially during rush hour. Robert Roberson 3456 N Pierce St stated cutting bridge hours will create a backup of boats trying to pass under the bridges. He added that he is a member of the Milwaukee Harbor Yacht Club. William Willman 1541 N Jefferson St #210 stated he is a boat operator and a 3 hour restriction in the morning and afternoon would be a problem for most operators. Brent Holmes 7219 W Greenfield Ave West Allis, WI of the McKinley Boat Owners Association stated they are not against solving the noise complaint, but is against the restrictions to the hours of operation. He added that there should be more dockage along the river. Todd Turowski 7144 S 74th St Franklin, WI stated he pays dockage fees to the McKinley Marina and a healthy river is good for the city. He added that barges are a main problem and there should be more dockage. Flavius Cucu 2370 N Terrace Ave stated there should be a reasonable solution that helps the most people. He added that having a vibrant river adds to downtown property values. Justin Beams 730 E Hadley St stated 2/3 of boat owners are city residents. Tim Larson 2723 W State St stated the water level is what is causing many of the issues and agreed that the amount of bridge openings is excessive. Daniel Luglio 2224 S Robinson Ave stated increased blackout periods are not a good idea and the traffic lights create gridlocks as well. Russ Davis 2730 N Humboldt Blvd of Riverwalk Boat Tours stated he loves downtown, understands all the concerns, and would like to find solutions. He stated he purchased boats that didn't require bridge openings, but with the increased water levels bridges are now required to open. Marc Coyle 11668 N Bobolink Ln, Mequon, WI stated he has been boating for years. Kamal Gupta 730 N Plankinton Ave #7A stated he crosses the bridges quite frequently and he understands that boats add to the vibrancy of downtown, but the bridge openings are quite onerous. David Ewald 730 N Plankinton Ave #2B stated he likes to watch the river traffic and there isn't a big backup of cars when the bridges are up. Jim Larson 730 N Plankinton Ave #9C stated he loves living downtown and his concern is the noise pollution associated with the success of the river. Claude Krawczyk 730 N Plankinton Ave #9D stated he loves living downtown and wants to make positive recommendations to alleviate concerns. Bill Sells 730 N Plankinton Ave stated everyone downtown has to cross a bridge at some point or another and a large number of bus routes cross the bridges. He added that there needs to be a balance between car traffic and boats. Bill Kingston 205 N Water St #103 stated he watches river traffic every day and he feels the cars are more of a problem. He stated the traffic problems are getting worse and when the Water St bridge is up the traffic is impassable.
