This resolution approves the gift of items of protective gear from the Milwaukee Police Department to Irpin, Ukraine, a Milwaukee sister city.
Body
Whereas, On December 19, 2017, the Common Council adopted Resolution File Number 171188, establishing a sister city relationship between the City and Irpin, Ukraine; and

Whereas, On March 22, 2022, the Common Council adopted Resolution File Number 211890, supporting the City’s sister city, Irpin, Ukraine, and condemning Russia’s military assault on Ukraine; and

Whereas, Numerous schools, museums, stadiums, markets, community centers, homes and residential buildings, and water infrastructure were destroyed by the Russian invasion; and

Whereas, Irpin has been drastically affected by the war with Russia, with only 40% of the population returning to the city in the first 30 days after the end of hostilities; and

Whereas, More people could return to their homes if critical social infrastructure is restored, including protective equipment, which has been requested from the City by the Mayor of Irpin; and

Whereas, The Police Department is in possession of expired or unused police protective equipment from retired and resigned members; and

Whereas, Section 310-7-1-a of the Code of Ordinances authorizes the Department of Administration - Purchasing to determine the method of disposal of obsolete City property; and

Whereas, Section 310-7-1-b of the Code permits a donation of obsolete property if the Purchasing Director determines donation would be in the best interest of the City; and

Whereas, The Police Department proposes that the police protective equipment will be transported to Irpin, Ukraine, at no cost to the City; now, there...
