Analysis
This resolution authorizes the Department of Public Works-Operations Division to apply for, and accept and fund, a CMAQ grant from Wisconsin Department of Transportation (WisDOT) to fund the City of Milwaukee Clean Fleet Emission Reductions Project. The total project cost is $330,595, of which $264,476 (80%) will be provided by the grantor and $66,119 (20%) will be provided by the City. Grant funds will be used to fund the installation of EPA-certified diesel oxidation catalysts on City refuse trucks and dump trucks, reprogram trucks for idle-reduction, and fund the marginal cost of biodiesel fuel for City-owned trucks.

Whereas, The City of Milwaukee’s waste haulers (“garbage trucks”), and dump trucks, because they operate in a stop-and-go pattern in residential areas, with long periods of idling, have a significant air pollution impact on the city and its residents; and
Whereas, The emissions impacts of the City’s waste haulers and dump trucks are magnified by the fact that they operate in a densely-populated, ozone non-attainment area with a large population that suffers from or is susceptible to respiratory ailments; and
Whereas, The City of Milwaukee appears to be eligible for grant funds from Wisconsin Department of Transportation (WisDOT) Clean Fleet Emission Reductions, Project Agreement 1693-47-71; and
Whereas, The Department of Public Works-Operations Division would use these grant funds to retrofit City waste haulers and dump trucks with EPA-certified diesel oxidation catalysts intended to reduce vehicle emissions, reprogram city trucks for idle reduction, and fund the marginal cost of biodiesel...
