Analysis
This substitute resolution approves the Envision South 13th Street Together Strategic Action Plan, amends the Southwest Side Area Comprehensive Plan and Near South Area Comprehensive Plan to include the Strategic Action Plan as part of the City's Overall Comprehensive Plan and directs City departments and agencies to work toward implementation of the Comprehensive Plan, as amended.
Body
Whereas, On February 11, 2020, the Common Council of the City of Milwaukee (“Common Council”) adopted Common Council File No. 191566 directing the Department of City Development (“DCD”) to coordinate with community partners to develop a South 13th Street Strategic Action Plan; and

Whereas, A detailed strategic action plan has been prepared, which is titled the Envision South 13th Street Together Strategic Action Plan, a copy of which is attached to this Common Council File; and

Whereas, Since the adoption of the Southwest Side Area Comprehensive Plan and Near South Side Area Comprehensive Plan, there have been multiple projects, proposals, and initiatives in and around the South 13th Street and West Oklahoma Avenue corridors involving economic development, stormwater management, public health, transportation improvements, and placemaking; and

Whereas, Between 2006 and 2009, the Milwaukee Metropolitan Sewerage District and Sixteenth Street Community Health Centers developed the Kinnickinnic River Neighborhood Plan for the neighborhoods near the river and ...
