Analysis
This resolution directs all City departments to notify the Finance & Personnel Committee whenever a deficit or surplus in any departmental account is projected to equal or exceed $100,000 or 5% of the account’s budgeted amount, whichever is greater.

Body
Whereas, Currently, there is no requirement for any department to notify the Finance & Personnel Committee whenever a deficit or surplus of any amount occurs or is projected to occur in a departmental account; and

Whereas, A written report regarding actual or projected deficits or surpluses would be informative and useful during budgetary and operational presentations and deliberations; and

Whereas, The tracking and periodic reporting of expenditures would assist in providing a current snapshot of how departments are following their budgets; and

Whereas, The 2026 Budget was adopted by Common Council File Number 250001 on November 7, 2025; and

Whereas, Amendment 103 placed a footnote in the 2026 Budget directing all City departments to notify the Finance & Personnel Committee whenever a deficit of over $100,000 occurs or is projected to occur; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that all City departments shall notify the Finance & Personnel Committee whenever a deficit or surplus in any departmental account is projected to equal or exceed $100,000 or 5% of the account’s budgeted amount, whichever is greater; and, be it

Further Resolved, That all City departments with a qualifying variance shall notify the Finance & Personnel Committee in reporting periods ending on the following dates: March 31, June 30, August 31, September 30, Oct...
