Substitute resolution authorizing and directing application by the City of Milwaukee for membership in ICLEI-Local Governments for Sustainability, and appropriating $875 from the City Clerk’s Special Purpose Account for city memberships for the City’s 2006, pro-rated annual membership dues.
Analysis
This resolution authorizes application by the City of Milwaukee for membership in ICLEI-Local Governments for Sustainability, and directs the proper City officials to apply for the City’s membership in said organization. It directs the appropriation of $875 from the City Clerk’s Special Purpose Account for city memberships for the City’s 2006, pro-rated annual dues required for ICLEI membership.

Whereas, Scientific consensus shows that Carbon Dioxide (CO2) and other greenhouse gases released into the atmosphere have a profound effect on the earth’s climate and cause global warming, and most of these emissions are a result of preventable or modifiable human activity, and it is a goal of the City of Milwaukee to reduce or prevent greenhouse gas emissions; and
Whereas, Climate disruption of this magnitude will have a wide range of impacts on plants, wildlife and humans, including extremely costly disruption of human and natural systems throughout the world, a greater risk of flood or droughts, higher sea levels that erode beaches and more frequent and greater concentrations of smog; and
Whereas, ICLEI-Local Governments for Sustainability (ICLEI) is an organization of local, national and regional governments that has more than 475 members worldwide, representing 300 million people, which believes that there are global common goals for sustainable development, and that the best way to reach those goals is to encourage and support sustainable development at the local level, and one of its goals is to reduce and prevent global climate change through its Cities for Climate Protection Campaign; and
Whereas, Although the City was among the governments that officially launched ICLEI’s Cities for Climate Protection Campaign in 1995, and is among 141 U.S. cities and counties participating in the campaign, it is not a full member of ICLEI; and,
Whereas, In 2007 participation in ICLEI programs will be limited to full ICLEI members, and local governments that are not members may not participate in ICLEI programs or receive any ICLEI benefits or services; and
Whereas, Once the City of Milwaukee becomes a full member of ICLEI it will pledge to take a leadership role in promoting public awareness about the causes and impacts of climate change; and undertake the Cities for Climate Change Protection Program 5 milestones to reduce both greenhouse gas and air pollution emissions throughout the community by:
1. Conducting a greenhouse gas emissions inventory and forecasting to determine the source and quantity of greenhouse gas emissions in the City.
2. Establishing a greenhouse gas emissions reduction target.
3. Developing an action plan with both existing and future actions which when implemented will meet the local greenhouse gas reduction target.
4. Implementing the action plan.
5. Monitoring and reporting progress.

Resolved, By the Common Council of the City of Milwaukee, that the proper City officials are authorized and directed to apply for the City’s membership in ICLEI-Local Governments for Sustainability, which will allow the City to fully participate in the Cities for Climate Protection Campaign, and $875 is appropriated from the City Clerk’s Special Purpose Account for city memberships (Account Number 0001-1310-S148-06300) for the City’s 2006, pro-rated annual membership dues; and, be it
Further Resolved, That the City requests assistance from ICLEI’s Cities for Climate Change Protection Campaign as it progresses through the 5 milestones; and, be it
Further Resolved, That the City’s Director of Environmental Sustainability shall be charged with implementing the 5 milestones outlined in ICLEI’s Cities for Climate Protection Campaign, and shall provide a written status report with respect to implementation within 6 months of adoption of this resolution.
