Whereas, The State of Wisconsin, Department of Administration has sub-awarded, in total, the amount of $15,000,000 from its State and Local Fiscal Recovery Fund American Rescue Plan Act allocation to the City of Milwaukee through the state’s Neighborhood Investment Fund Grant Program; and
Whereas, The subawards are for expenses incurred during the period from March 2021 through December 2024; and
Whereas, The subawards are for the following projects, in the amounts indicated (further details on each project are included in the document “MKE NIF Funded Project Chart” attached to this file):

Whereas, There is no local share required for this grant program; now therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Department of Administration (DOA) is hereby authorized to accept the sub-awards as described above; and, be it
Further Resolved, that the Director of the Department of Administration or her designee is authorized to execute grant agreements between the State of Wisconsin, Department of Administration and the City of Milwaukee in forms substantially similar to the agreement attached to this file; and, be it
Further Resolved, That acceptance of this grant is authorized and the Department of Administration shall accept this grant without further approval unless the terms of the grant changes as indicated in Section 304-81 of the Milwaukee
Code of Ordinances.
Further Resolved, That the City Comptroller is authorized to:
Commit Funds within the Project/Grant Parent of the 2022 Special Revenue Grant and Aid Projects Fund, the following amounts for the program/projects titled 2022 State of Wisconsin State and Local Fiscal Recovery Funds from the American Rescue Plan Act:

Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amounts required under the grant agreement;
Further Resolved, That these funds are budgeted for the Department of Administration, which is authorized to:
Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
Expend from the grant budget funds for training and out-of-town travel by departmental staff.
Enter into contracts, subcontracts, subawards and leases as detailed in the grant budget.
