Title

Resolution authorizing the transfer of funds from the MPD Federal Forfeiture Revenue Contribution Account to the Police Department’s budget.

 

Analysis

This resolution approves the transfer of $450,000.00 to the Police Department’s budget to fund items in accordance with the guidelines of the Asset Forfeiture Sharing Program.  Items to be purchased with these funds include:

Whereas, The Federal government has established specific guidelines for expending funds received as a result of the Asset Forfeiture Sharing Program; and

 

Whereas, these guidelines state that “sharing will be withheld from any state or local law enforcement agency if the governing body or state or local law, regulation, or police requires or directs (1) specific expenditures of shared funds”; and

 

Whereas, the Police Department currently has funds held in trust (Fund No. 0678) to increase or enhance law enforcement efforts in the City of Milwaukee; now therefore be it

 

Resolved, By the Common Council of the City of Milwaukee, that the City Comptroller is authorized to transfer up to $450,000.00 from the Police Department’s Federal Forfeiture Trust Fund (Account Number 0678-3310-R999-2022-662201), to the contribution/revenue account entitled Federal Forfeiture Contribution Revenue (Account Number 0001-3310-2022-985012); and, be it

 

Further Resolved, That upon transfer of these funds, the City Comptroller is authorized and directed to transfer $450,000.00 from the Federal Forfeiture Revenue Contribution Account to the Police Department’s budget as follows:

 

0001-3310-0001-D375-006300                       $450,000.00

0001-3310-0001-D375-006800                       $0.00

 

Further resolved, That upon transfer of these funds, the City Comptroller is authorized at the request of the Police Department, without further action, to transfer funds between account 0001-3310-0001-D375-0063000 and account 0001-3310-0001-D375-006800 in order to facilitate for proper accounting of all Federal Asset Forfeiture purchases as detailed above.

Further Resolved, That all funds are to be expended to enhance law enforcement efforts in the City of Milwaukee in the categories/amounts listed above.
