Title

Resolution relating to a Green Infrastructure Agreement and Limited Term Conservation Agreement between the City of Milwaukee and Fresh Coast Capital, LLC d/b/a Greenprint Partners on a green infrastructure project funded by the Milwaukee Metropolitan Sewerage District at the Milwaukee Health Department Southside Health Center located at 1639 S. 23rd St.

Analysis

The City of Milwaukee has established a goal of capturing 36 million gallons of stormwater capture through new green infrastructure by 2030 as part of the adopted 2019 Milwaukee Green Infrastructure Plan. The City reinforced its commitment to this goal as part of the recently-adopted Milwaukee Climate and Equity Plan. To help achieve those goals, this resolution authorizes the City of Milwaukee to execute a Green Infrastructure and Conservation Agreement (easement) with Fresh Coast Capital, LLC d/b/a Greenprint Partners for a green infrastructure project proposal, concept designs, associated planning documentation, and easement, compliant for the Milwaukee Metropolitan Sewerage District Fresh Coast Green Communities Program. The proposed green infrastructure project is located at1639 S. 23rd St. and the easement shall be in effect for a period of eleven years.

Body

Whereas, On June 20, 2023, the Common Council adopted File Number 221233, approving and directing implementation of the City's Climate and Equity Plan after nearly four years of community engagement through the City-County Task Force on Climate and Economic Equity; and

 

Whereas, On June 18, 2019, the Common Council adopted File Number 190342, approving a Green Infrastructure Plan for use in the City of Milwaukee to reduce stormwater runoff from large, wet-weather events predicted to increase due to climate change; and

 

Whereas, Green infrastructure, which refers to any combination of landscaping, facilities, or equipment that captures rain, at or near the site where it falls, by infiltration into the soil, evapotranspiration by plants, or storage for beneficial re-use, reduces the volume of stormwater in the sewage system, thereby reducing water treatment needs, improving water quality, reducing grey (artificial) stormwater infrastructure needs, and reducing flooding; and

 

Whereas, Green infrastructure may include rain gardens, constructed wetlands, green and blue roofs, bioswales, landscaping with deeply rooted plants, rain barrels and cisterns, trees, soil amendments, permeable surfacing and the removal of water-infiltration impeding structures or pavements; and

 

Whereas, Beyond reducing stormwater runoff, utilization of green infrastructure confers a host of co-benefits, including improving community livability, cohesion and aesthetics, increasing recreational opportunities, reducing noise pollution, and increasing public education and urban agricultural opportunities; and

 

Whereas, the Milwaukee Metropolitan Sewerage District contracted with Greenprint Partners on its Fresh Coast Green Communities Program to fund and deliver community-driven green infrastructure to help protect Lake Michigan; and

 

Whereas, Greenprint is a mission-driven company with a track record of partnership with cities and neighborhood organizations creating productive uses of underutilized property that provide environmental, economic, and social benefits; and

 

Whereas, the green infrastructure project on City of Milwaukee property will embrace multi-benefit strategies for enhancing the existing site’s stormwater management by engaging in dialogue during meetings with stakeholders and community to foster project alignment with the City’s goals; and

 

Whereas, Greenprint Partners and City staff will engage nearby residents on the proposed design before finalizing it; and

 

Whereas, the project will additionally generate positive environmental, and social improvements for the City of Milwaukee and community by developing a green infrastructure project; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the City of Milwaukee is authorized to enter into a Green Infrastructure Agreement and Limited Term Conservation Agreement for a green infrastructure project on the Milwaukee Health Department Southside Health Center located at 1639 S. 23rd St. with Fresh Coast Capital, LLC d/b/a Greenprint Partners; and be it

 

Further Resolved, Greenprint will serve as the environmental and green infrastructure project developer and administrative lead before and during the implementation of the project and for the first five years of maintenance (establishment period) after completion of construction; and be it

 

Further Resolved, the City of Milwaukee’s responsibilities will include the ongoing operations and maintenance of the project, and associated reporting requirements as outlined in the Limited Term Conservation Easement, after the five-year establishment period for the total of eleven years.
