Title
Substitute resolution authorizing and directing the Commissioner of Public Works to enter into an agreement with Wisconsin Department of Transportation for the installation of traffic signal improvements in the City of Milwaukee at 101 signalized intersections under the 2004 Hazard Elimination Safety Program (Infrastructure Services Division).
Analysis
This resolution authorizes the Commissioner of Public Works under a State/Municipal agreement with the Wisconsin Department of Transportation to install the necessary traffic signal improvements under the Hazard Elimination Safety (HES) program. The agreement provides 90 percent federal/10 percent local cost sharing of the construction costs. This resolution also directs the City Comptroller to create the necessary accounts to fund the City of Milwaukee's share of construction costs for this project.
Body
Whereas, The Hazard Elimination Safety (HES) program provides cost participation for traffic control improvements at locations having accident reduction potential; and
Whereas, An area on the north side of the city including 101 signalized intersections was identified as having a high frequency of accidents which could be correctable with improvements to signal visibility; and
Whereas, The desired improvements to signal visibility can be achieved through installation of Light Emitting Diode (LED) signal indications; and
Whereas, Common Council File Number 041072 authorizes and direct the Commissioner of Public Works to execute an agreement for programming and construction of traffic signal improvements at these locations under the 2004 Hazard Elimination Safety (HES) program; and
Whereas, The total estimated construction cost of this project is $573,153.21 for the modification of traffic signal facilities; and
Whereas, Ten percent of the participating project cost or $57,315.32 is non-reimbursable and is included in the Division's 2004 Capital Purpose Project/Grant Number ST320040000; and
Whereas, Construction of signal improvements at additional locations may be eligible for funding at a 90 % level under this project, up to a total maximum project amount of $675,000; and
Whereas, Ninety percent of the participating project cost or $515,837.89 is reimbursable from the Wisconsin Department of Transportation, and this amount is not included in Division accounts, and should be earmarked for this project in the 2004 Capital Grant and Aid Projects Fund Project/Grant Number SP032040100; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works be and hereby is authorized and directed to execute a contract with the Wisconsin Department of Transportation pertaining to cost participation for the installation of traffic signal improvements in the City of Milwaukee at 101 signalized intersections, a copy of which is attached to this file, and is incorporated in this resolution by reference as though set forth in full, and to execute any subsequent amendments to the contract up to the maximum project amount of $675,000; and, be it
Further Resolved, That upon approval of this contract, the Commissioner of Public Works is authorized and directed to modify the traffic signal facilities at 101 intersections, the locations of which are identified on the map attached to this file, and any additional locations subsequently approved; and, be it
Further Resolved, That upon approval of this contract, the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the appropriate Project/Grant Number for this project and transfer to this number the amounts required under the provisions of this contract, and for any subsequent contract amendments up to a total maximum amount of $675,000, as follows:
