Title

Substitute resolution relative to acceptance and funding of a Byrne Criminal Justice Innovation Program (Police Department).

Analysis

This resolution authorizes the Milwaukee Police Department to accept and fund a Byrne Criminal Justice Innovation Program from the US Department of Justice, Office of Justice Programs in the amount of $740,811. The purpose of this program is to reduce crime and improve community safety through a strategy of advancing neighborhood revitalization.

Body

Whereas, Under the terms of CFDA#16.817, the City of Milwaukee appears to be eligible for grant funds from the US Department of Justice, Office of Justice Programs, and

 

Whereas, The operation of this grant from 10/01/16 to 09/30/19 would cost $740,811, of which 100% would be provided by the grantor; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee that

the Police Department shall accept this grant without further approval unless the terms of the

grant change as indicated in Section 304-81, Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Commit funds within the Project/Grant Parent of the 2016 Special Revenue-Grant and Aid Projects, the following amount for the program titled: Milwaukee Area Human Trafficking Task Force:

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amount required under the grant agreement;

 

3.  Establish the necessary City Share Project Values; and, be it

 

Further Resolved, That these funds are budgeted for the Milwaukee Police Department which is authorized to:

 

1.                     Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;

2.                     Enter into subcontracts as detailed in the grant budget;

3.                     Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10 percent; and be it
