12/14/2015	0	HISTORIC PRESERVATION COMMISSION	RECOMMENDED FOR ADOPTION AND ASSIGNED; Minutes note: Ms. Carlen Hatala said that the neighborhood was developed in the 1870s and was a fashionable neighborhood. The house has not changed much in 111 years and had a carriage house that matched the house. The house had 3 primary owners and has remained in good conditon today. Charles Crain and family owned the house from 1880-1894 and he was an insurance professional. In 1880 the entry was off to the side. The house was owned by Thomas Claflin and family from 1899-1920 and he was an entrepreneur and owned a commercial laundry. The house was skillfully remodeled from 1903-1904. The foundation does show signs of what additions were added. Henry Betts was the architect for the remodel. The rear of the house has a simple extension that was added in 1903/1904. The third owner was Anson Eldred and family from 1917-1947 and he was a tool manufacturer who ran Milwaukee Press and Machine. Staff recommends permanent historic designation based on e-1, e-5 and e-6 (Henry Betts worked with Edward Townsend Mix and was very adept in arts and crafts). Joel Agacki - architect Ald. Nik Kovac The National Register discourages moving of historic buildings, but does permit it under certain circumstances.	Pass	5:0

This resolution grants permanent historic designation of the Crain/Claflin House at 1773 North Cambridge Avenue, in the 3rd Aldermanic District for Cambridge 1773, LLC.

...Body

Whereas, The Milwaukee Historic Preservation Ordinance, s. 320-21 of the Code of Ordinances, provides that historic sites, structures and districts may be designated by the Common Council upon the recommendation of the Historic Preservation Commission; and

Whereas, The Historic Preservation Commission, at its December 14, 2015 meeting, by a vote of five (5) ayes and two (2) excused  recommended historic designation of the Crain/Claflin House at 1773 North Cambridge Avenue, in the 3rd Aldermanic District for Cambridge 1773, LLC;

Whereas, This building fulfills the following criterion set forth in s. 320-21-3:

e-1.  Its exemplification and development of the cultural, economic, social or historic heritage of the city, state of Wisconsin or the United States

e-5.                     Its embodiment of distinguishing characteristics of an architectural type of specimen

e-6.  Its identification as the work of an artist, architect, craftsman or master builder whose individual works have influenced the development of the city

; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Crain/Claflin House at 1773 North Cambridge Avenue, further described as follows:

CAMBRIDGE SUBD PART LOT 6 SEC 21 & LOTS 15-16 BLK 198 ROGERS' ADDN IN NE & SE 1/4 SEC 21-7-22 BLOCK 242 S 10' LOT 18 & N 37' LOT 19

be designated as a Milwaukee historic site. The Preservation Guidelines pursuant to the Historic Designation Study Report, a copy of which is attached to this file, shall apply to this site and is adopted by the Common Council as part of this file; and, be it

Further Resolved, That this  permanent historic designation shall remain on the property following the house’s move to 2208 N. Newhall Street, further describes as follows:
