Title
Substitute resolution relating to the acceptance of a Bloomberg Foundation "What Works Cities" technical assistance grant for the City of Milwaukee’s open data and performance reporting tools.
Analysis
This resolution authorizes the Department of Administration to accept a Bloomberg Foundation “What Works Cities” technical assistance grant for the City of Milwaukee’s open data and performance reporting tools. The purpose of this grant is for What Works Cities partners to provide technical assistance, resources and tools to help the City to achieve its goal of strengthening open data and performance reporting tools. This resolution further authorizes the Department of Administration to execute a Memorandum of Understanding describing the grant between the City of Milwaukee and What Works Cities partners Results for America, Johns Hopkins University’s Center for Government Excellence and The Sunlight Foundation.

Whereas, Mayor Barrett and the Common Council have crafted an ambitious agenda for Milwaukee that focuses on neighborhood revitalization and community development, economic development and housing; and
Whereas, “What Works Cities” is an initiative established by The Bloomberg Family Foundation, Inc. with partners Results for America, Johns Hopkins University’s Center for Government Excellence and the Sunlight Foundation (collectively, WWC), to help U.S. cities use data analytics and other technology tools to address issues facing their metropolitan areas, including economic development, job creation, public safety and affordable housing; and
Whereas, The Department of Administration and WWC have identified open data and performance reporting tools as two opportunities where WWC can assist the City in advancing its agenda; and
Whereas, The City will use the technical assistance grant to strengthen its open data tools by:
1. Establishing a data governance team and structure so that department heads and the Department of Administration-Information and Technology Management Division are involved in identifying ways of prioritizing and publishing data.
2. Developing a formal, comprehensive open data policy while codifying collection and liberation processes.
3. Making data available to the public in a more useful and responsive way.

Whereas, The City will use the technical assistance grant to strengthen its performance management tools by:
1. Clarifying the City’s key strategic goals and targets.
2. Refining the Accountability in Management framework so that the performance management system allows the City to track its progress toward mayoral strategic goals and improve departmental outcomes more effectively.
3. Communicating with employees and residents on how Milwaukee is using data and evidence to make decisions and ultimately improve lives.

Resolved, By the Common Council of the City of Milwaukee, that the Department of Administration is authorized to accept a technical assistance grant from the What Works Cities initiative and to collaborate with What Works Cities partners Results for America, Johns Hopkins University’s Center for Government Excellence and the Sunlight Foundation, to help the City of Milwaukee strengthen its open data and performance reporting tools; and, be it
Further Resolved, That the Department of Administration is authorized to execute a Memorandum of Understanding (MOU) between the City and the What Works Cities partners to improve the City’s open data and performance reporting tools, the MOU being attached to this Common Council Resolution File Number 151337 and incorporated into this resolution by reference as though set forth in full; and, be it
Further Resolved, That the Department of Administration is authorized to make minor changes to the draft MOU which do not change the intent of the agreement prior to the execution.
