Title
Resolution relative to acceptance and funding of a United States Department of Agriculture (USDA) Inflation Reduction Act Urban and Community Forestry Grant- Growing Milwaukee’s Tree Canopy and Community Resilience.
Analysis
This resolution authorizes the Milwaukee Department of Public Works Forestry Service to accept and fund an Inflation Reduction Act Urban and Community Forestry Grant from the USDA in the amount of $12,000,000 with a grantor share of $12,000,000 and a city share of $0. The purpose of this grant is for the City of Milwaukee to coordinate four local government agencies and multiple community-based organizations on four activities, with 100% of the work conducted in disadvantaged areas: 1) Tree maintenance and hazardous tree removal; 2) Tree planting and asphalt de-paving; 3) Public outreach and education; 4) Workforce development. Outcomes over the term of the grant include: a) 18,766 trees pruned; b) 500 ash trees removed and 2,015 stumps ground; c) 5,860 trees planted; d) 331,250 square feet of school yard and business property de-paving (as site prep) and greening; e) 47 new urban forestry jobs created; f) Increased community awareness of urban tree benefits and residential tree care; g) increased interest in urban forestry careers.

Whereas, The City of Milwaukee appears to be eligible for grant funds from the USDA; and
Whereas, These efforts further the common councils’ codified implementation of Milwaukee Climate and Equity Plan and the Milwaukee Green Infrastructure Plan; and
Whereas, The operation of this grant from 01/01/2024 to 12/31/2028 would cost $12,000,000 of which $12,000,000 (100%) would be provided by the grantor and $0 (0%) would be provided by the city; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Milwaukee Department of Public Works Forestry Service shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81 of the Milwaukee Code of Ordinances; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2024 Special Revenue-Grant and Aid Projects the following amount for the project titled: United States Department of Agriculture (USDA) Inflation Reduction Act Urban and Community Forestry Grant:

Further Resolved, that $198,185 of these funds are budgeted for the Department of Administration-Environmental Collaboration Office and $11,801,185 are budgeted for the Department of Public Works-Forestry Services which is authorized to:
1. Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date; and
2. Enter into subcontracts as detailed in the grant budget; and, be it
Further Resolved, That the 2024 Positions Ordinance shall be amended as follows:
